advice and consultation on policy and strategy analysis and development. Policy and strategy are not ends in themselves. Rather, they are integral parts of a larger process that seeks to ensure the implementation of policy and strategy reflect the spirit and guidance contained within them.

Our policy analysis and planning process includes eight steps that ensure proper articulation of the critical issue and the development of sound, realistic alternative courses of action, that when thoroughly war-gamed result in the best decision. An essential step to policy making, though, is the last step which is an analysis of performance measures that lead to mid-course corrections.

DSD’s strategic planning process ensures that the three essential elements of any plan (1. the OBJECTIVE, 2. the RESOURCES required to attain the objective, and 3. the PLAN that describes how the resources will be used to attain the objective) are always included.
