Candidate will be working with U.S. Air Force Logistics, SAF/US(m), and DISA communities to implement a new start IT project supporting the “Deployment Readiness Service (DRS)". This rewarding new task requires enterprise thinking and solid communication skills to accomplish the following specific duties: - Provide technical, financial, and management support to Air Force Logistics program office managing the certification and compliance requirements for DRS, including support to the Chief Information and Financial Officers, strategic planning, portfolio management (PfM), resource management support , system security and accreditations. - Support creating and processing all required compliance artifacts and documents. Additionally, this support will arrange, consolidate and validate all DRS functional requirements and create web services as required. - Facilitate DRS meetings, forums, and working groups, providing logistical support; developing agendas, briefings, read-ahead material; producing minutes and action item documents. - Analyze Federal, DoD, and AF policies, regulations, and procedures and provide recommendations to (1) facilitate strategic direction and (2) evaluate policies, methods and approaches that support the overall DRS program; - Monitor and ensure performance measures are prescribed and implemented to measure how well DRS supports mission performance and provides input for recommendations on whether to continue, modify, or terminate DRS. - Conduct in-depth analysis of all DRS financial management strategies, multi-year plans, and organizational integration requirements and opportunities to provide input for actionable Planning, Programming, Budgeting and Execution (PPBE) recommendations for USAF senior leaders. - Collaborate with AF, A4/7, MAJCOMs, HQ USAF financial management leaders, and applicable DoD and non-DoD organizations to research and analyze complex technical and budgeting requirements and develop input for recommendations on financial management positions for AF A4/7 leaders - Develop, monitor and update a set of common management metrics to support the DRS goals and objectives. - Evaluate DRS’ progress towards strategic goals and objectives; report on consistency and recommend corrective action as necessary; - Assist AF/A4I in managing overall resource requirements for IT systems, including drafting Planning, Programming, Budgeting & Execution (PPBE) documents, and monitoring and revising the funding documents for DRS. - Research and provide input to draft responses to AF, DoD, and congressional inquiries for information on funding; - Create, review and analyze financial and programmatic documents generated at the Congressional, DoD, and HQ Air Force Level, including Program Budget Decisions (PBDs); Omnibus requirements; System Operational Requirement Decisions (ORDs), Master Plans, Strategic Plans, acquisition strategy and budget products. - Create, review and analyze Program Objective Memorandum (POM) documentation for DRS POM/APOM Requirements, RAPIDS products, President’s Budget, Budget Estimates & Submissions (BES), FINPLANs, and other related documents and determine their effect and impact on DRS to provide recommendations to DRS PMO. - Review and provide input for recommendations on DRS for budget and execution year activities to the POM, APOM, BER, BES, FinPlan, and other PPBE processes and documents. - Create, coordinate and review Expectations Management Agreements (EMA) between DRS PM and Service providers (e.g. the A4 SPOs). EMAs detail tasks to be performed by the provider and how it will support, maintain and improve DRS to meet user requirements goals as laid out in the DRS Performance Reference Model. - Create and analyze funding requirements for DRS to assist the A4IS Resources Team in establishing budget and personnel support requirements and in determining the value of information technology investments for DRS. - Analyze and evaluate current and emerging technologies Commercial off the Shelf Software (COTS) or Government off the Shelf Software (GOTS) for potential insertion into DRS development. The candidate will monitor and provide periodic assessments of the accomplishment DRS development; make recommendations for changes; and implementation of approved DRS strategy. - Support the requirements creation, definition and analysis for the development, integration and sustainment of A4 applications to a multitude of platforms including: the GCSS-AF and Web Pages on the AF Portal and the DISA Rapid Access Computing Environment (RACE). - Meet with DRS A4 users to interview, create, document and analyze user requirements following the SAF/US(M) services Development and Delivery Process Model (SDDP) Utilizing SDDP templates the contractor shall work directly with the subject matter experts in creating the Performance Reference Model (PRM) and Business Reference Model (BRM) artifacts which will result in a bounded set of requirements that will be handed over to LIMS-EV or other program office for development. - Update all required Functional Needs Analysis, Analysis of Alternatives, Business Case Analysis, Capability Documents etc for presentation to the various governance structures (i.e. LIMS-EV UG and ELG) and to meet any compliance requirements (i.e. Clinger Cohen etc). - Prepare DRS budget artifacts, briefings and estimates as required by the A4IS Resources Branch in order to depict DRS planned budget inputs. - Collaborate with functional domain representatives to gather, analyze, and evaluate solutions for content requirements and content/applications/data management. The proposed solutions will integrate cross-functional business and technical requirements and be consistent with AF Operational Support Enterprise Architecture (OSEA) guidelines as well as ensure A4I data presented on the AF Portal is accurate, timely, and available to those who need it, when they need it. - Coordinate with SAF/USM and describe an approach to develop and maintain web services that enable sharing of business logic, data, and processes across networks, and provide specific end-user functionality. - Describe the methodology and associated processes, tools, and techniques required to ensure lifecycle management, security, and performance of web services. - Provide technical and functional support for DRS Lifecycle management. - Support DRS users by providing helpdesk and training support.
Requires candidate to have an organized, structured work style with effective IT Project Management skills and be familiar with Software Development Lifecycle processes. Must have strong analytical skills and a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
Candidates should have a minimum of 3 years of experience with software requirements management, business modeling, processes implementation, use case development, and requirements traceability. PMP and/or Acquisition Certification with an IT background are a huge plus. Must be well organized and have outstanding written and oral communication skills, with strong PC skills and proficient in Microsoft applications particularly MS Word, Excel, and PowerPoint. Preferred candidate will be self-motivated, with a high energy level, and a pro-active work ethic that can work alone and with minimal oversight/direction.
BS / BA degree required (preferably in a technical discipline)
DoD SECRET clearance required. Estimated travel is 5-10%. DSD
