ADMINISTRATIVE

 

Job Title: Program Manager, Senior Level

Functional Responsibility:  Responsible for the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities.  Responsible for fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.

Minimum Education/Skill Sets:  Must have at least 8 years of direct supervision of IT software development, integration, maintenance projects, and/or telecommunications systems. Must be capable of leading projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.  Must have a Bachelors’ Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 12 years of IT experience, including at least 8 years of IT and/or telecommunications system management. Minimum of five years experience managing a program or set of projects either at the project or system level.  Experience working within team environments utilizing advanced communication skills and consensus building.  PMP Training or a compliant Defense Acquisition Workforce Certification is recommended.   Experience with and understanding of the DoD Program Life Cycle System Framework espoused in DoD 5000.1 and DoD 5000.2 Guidance.  While in-depth technical knowledge is not required, they must have understanding of the concepts and goals associated with Net-Centricity, Service Oriented Architecture and Enterprise Resource Planning as well as the role of GCSS-AF.  Awareness and Planning experience with compliance requirements such as SISSU, NDAA, and DIACAP.  Experience and knowledge of the following:  CIE, GCSS-AF services, standard tools, Air Force Systems Engineering Assessment Model (AFSEAM) and SEP Guidance with the goal being to leverage each in the support of their program.  This experience and /or training allow the individual:  to perform day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations.  To organize, direct, and coordinate the planning and production of all contract support activities. To establish and alter (as necessary) corporate management structure to direct effective contract support activities.  To apply the necessary management skill, principles and thought processes to acquire required project resources, review project plans, monitor project progress and overall project financial health.  To effectively manage in the role and with the responsibility associated with being the program manager, who is seen as a leader, primary point of contact, liaison and general the “go-to” person for internal and external stakeholders.   To participate and contribute in the role of a PM with a Configuration Control Board (CCB).  To manage all program human resource requirements such as adding, assignment, removing and monitoring performance and billing/reporting.  To provide guidance and leadership for quality, functionality, cost, and schedule of all program tasks.  To apply and share compliance knowledge and manage effectively to ensure that are met.

 

Job Title:  Help Desk Support Specialist, Senior Level

Functional Responsibility:  Under general direction, analyzes, designs, and develops specifications for enhancements and extensions with EDI application interfaces and maps.  Coordinates EDI testing and trading partner implementation initiatives.  Provides support for EDI database analysis, design, and operations. Establishes and maintains communications within organization and with partners.  Conducts and manages product evaluations. Provides product installation, configuration, and training.  Performs systems maintenance to update records, specifications, and operating procedures of partner systems.  Maintains EDI account transaction activities.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in the analysis and design of EDI applications, voice networks, LAN and WAN data networks, wireless networks, and/or network management systems to support voice and data services. At least 2 years of experience in managing these activities. Experience in managing the evaluation and cost estimation of voice and data WAN services from telecommunications carriers, designing access and backbone networks using carrier services, or in managing the analysis and design of wireless voice or data networks.  Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years of EDI design and management experience, particularly on complex applications involving all phases of EDI network design, implementation, and analysis. Experience providing technical and administrative direction for personnel responsible for EDI network design, implementation, and operations tasks, including the review of work products for correctness, adherence to the design concept and to user standards and progress in accordance with schedules. Experience making recommendations, if needed, for approval of major network installations. Must be capable of preparing milestone status reports and deliveries/presentations on network progress to colleagues, subordinates, and end user representatives.  Experience providing daily supervision and direction to support staff.   Must know the principles for information exchange to include point-to-point, one-to-many and Web services.  Must understand information protocols such as XML, FTP, SMTP and how SOA through an ESB can support information exchange.  Should know the roles of Defense Information System Agency (DISA), Defense Automated Addressing System (DAAS), and Defense Logistics Management System (DLMS) have in information exchange.  Must understand the role of routers, firewalls, domain name servers, etc.  Must also understand infrastructure bottom neck as and how to find them.  Must understand the issues associated with communicating between domains (NIPRnet/SIPRnet) and (.MIL/.COM).  Must understand SMI-ELS to include the role of metadata and vocabulary will have in information exchange and the concept of enterprise level security.  This experience and /or training allow the individual: to perform day-to-day planning and management for information exchange.  To coordinate SLA with other agencies and trading partners for communications methods, protocols, security, and message standards.   To perform network management analysis to determine bottlenecks and identify approaches for improving application or network efficiencies.  To conduct and manage product evaluations.  To provide training and support for product installation, configuration and testing.  To maintain systems maintenance records and artifacts include EDI transaction activities.

 

Job Title:  Configuration Management Specialist, Senior Level

Functional Responsibility:  Under general direction, responsible for effectively tracking, logging, categorizing, and maintaining changes made against the accepted baseline(s) standards. Develops, distributes, and tracks all change packages resulting from approved Configuration Control Board action.  Provides daily support and direction to staff as to change status requirements, deadlines, and problems.

Minimum Education/Skill Sets:  Must have at least 5 years specialized experienced in configuration management and support team. Must also have advanced knowledge of the principles, methods, and techniques used in configuration management and support as well as knowledge and familiarity with Configuration Management software support packages commonly utilized in project management. Must be able to supervise and direct the work of others and have the ability to serve as a technical team or task lead. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years or more of technical experience with additional specialized training in configuration management. Maintains, releases, and tracks engineering/production documents on paper and/or electronic form, ensuring that engineering orders reflect latest engineering requirements. Must have experience compiling release packages, verifying all documents are present including necessary approvals and dates; notifies appropriate personnel of any new or updated data and distributes copies of release packages as required; maintains audit trail on print packages, ensuring current configuration contains the latest engineering revision.  Must have experience and understand the importance of Configuration Management and Control to maintaining the baseline and why that is important throughout the system life-cycle.  Must be familiar with the MIL-HDBK-61A which provides guidelines for configuration management.  Must have an understanding of the Configuration Control Board role as well as the vehicle used to request change (Engineering Change proposals, Communications-Information Systems Requirements Document (CSRD), Change Requests, and Deficiency Reports).  Must understand the role of CM as it applies to the SEP.  This experience and /or training allow the individual:  to perform day-to-day configuration management duties.  To set the configuration policies and procedures for identifying, documenting, and controlling the configuration item baseline. To establish the formal CI baselines and change control program IAW EIA 649, National Consensus Standard for Configuration Management and MIL-HDBK-61A, Configuration Management Guidance.   To support the identification of configuration items and documents them in an accounting system.  To effectively use automated tools (e.g. PVCS) to document the system baseline and track all version changes to include tracking CRs and DRs.  To create the agenda for the CCB and document the results of the CCB.   To conduct configuration audits to ensure baseline documentation tracks to system baseline.

 

Job Title:  Disaster Recovery Administrator, Senior Level

Functional Responsibility:  Under general direction, designs and administers programs to include policies, standards, guidelines, training programs, and a viable quality assurance process for disaster recovery.  Under general direction, reviews the testing and implementation of software, data systems, and data networks to ensure that the integrity and security of electronic data and data systems are adequately protected.  Facilitates the preparation of an organization-wide business resumption plan.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in verification and validation, software testing and integration, and software metrics, and their application to software assessment. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years of Disaster Recovery experience.  Certifications in ITIL, Certified Business Continuity Planner (CBCP) or Associate Disaster Recovery Planner accreditation or other Disaster recovery professional certification preferred.  CISSP/CFCP/MBCP/Industry Technology certifications preferred Knowledge & Experience. Broad hands-on knowledge of disaster recovery planning and other industry-standard techniques and practices.  Working technical knowledge of current systems software, hardware, protocols, and standards.  Must have experience providing technical direction and leadership for complex computer network exploitation and defense techniques to include deterring, identifying and investigating computer and network intrusions; as well as conducting comprehensive computer surveillance/monitoring, vulnerability assessments, penetration tests of information systems, disaster recovery analysis, secure network design, and audits of information security infrastructure and policy. Must have experience providing technical direction and leadership for forensics services to include evidence seizure, computer forensic analysis and data recovery, in support of computer crime investigation. Individual must understand the level of disaster recovery or Contingency of Operations the customer needs (normally based on the systems criticality).  Must know what goes into a contingency of operations plans (Defined in ITIL) as well as approaches that range from real-time on and off site system failover, system backups, and fall back to manual when automated means is not available.  Must be aware of the technologies and tools to support disaster recovery as well as the services DISA and GCSS-AF offerings for system survivability and recovery.  This experience and /or training allow the individual:  to perform day-to-day tasks associated with establish a contingency of operations planning (COOP) to include developed the plan itself.  To provide the technical approach for implementing system failover if solution includes redundancy or backup and offsite storage if the solution entails reconstituting the system to bring it back on line.  To comprehensively identify the components that must be included in the COOP plan and identifying/assigning OPRs and stakeholders (Customer, GCSS-AF, DISA, etc.) that need to be part of the COOP planning.

 

FUNCTIONAL

 

Job Title:  Functional Expert, Senior Level

Functional Responsibility:  Responsible for providing analytical skills to support process improvement, specialized studies, and definition of requirements. Typical duties include analysis, planning, developing requirements documents, building functional models, developing procedures, developing functional architectures, and other related management and technical duties. Requires expertise in specialty area.

Minimum Education/Skill Sets:  Must have at least 6 years of demonstrated specialized experience in the field of the task required functional area, with demonstrated expertise through published works, invited speaking engagements, or other public forum on functional topic. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have a minimum of 10 years experience in a related field.   This expertise is required to support IT tasks. Experience providing task-unique functional expertise necessary to interpret requirements, ensure responsiveness and achieve successful performance. Experience advising IT consultants with the analysis, evaluation and implementation of systems and other IT tasks.  This individual must understand the business of the particular client (Supply, Transportation, Personnel, Medical, etc.) and how the current system supports the functional community.  Preferably having gone through individual training for that functional area.  Should have a vision for how business processes can be improved and streamlined (re-engineered) as well as be able to separate business requirements from how a legacy system performs those operations.  Must understand that functional data and the vocabulary of the community their system/program.  Must have a good understanding of authoritative data and the role of the individual COIs have in managing the system data.  Should understand how to use modeling and simulation tools in re-engineering business processes and the concepts of continuous process and business improvement espoused by Lean Six Sigma and CMMI.  This experience and /or training allow the individual:  to perform day-to-day tasks to include creating functional models, architectures and procedures of specific specialty area.  To develop the system integration test scripts, ensuring system adheres to requirements and specifications.  To provide the overall understanding of the operational environment as well as provide guidance on the underlining business process requirements.  To share and impart authoritative knowledge on functional standards and certify whether system satisfies requirements.  To perform as the project test leader for the Integrated Test Team.

 

TECHNICAL

 

Job Title:  Applications Programmer, Senior Level

Functional Responsibility:  Responsible for devising or modifying procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Designs, codes, tests, debug and document those programs.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in application programming on large-scale DBMS, knowledge of computer equipment, and ability to develop complex software to satisfy design objectives. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years of computer experience in information system design. Experience designing and analyzing functional business applications, design specifications and procedures for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts.  Must have experience developing block diagrams and logic flowcharts.  Must be capable of translating detailed design into computer software. Experience must include scoping, capacity planning, performance optimization and detailed knowledge of delivering desired results.  Experience testing, debugging and refining computer software to produce the required product. Must have prepared required documentation, including both program-level and user-level documentation. Must have experience optimizing software to reduce operating time and improve efficiency.  Should have experience providing technical direction to programmers, as required, to ensure that program deadlines are met.  Experience must include understanding Service Oriented Architecture, architecture and development design tools to include ProVision and IBM Rational Rose Suite as well as Oracle J-Developer (JAVA), and Microsoft Visual Studio (.Net) as well as legacy development environments to include client-server (e.g. Oracle Forms) and Mainframe (Cobol).  Must understand spiral development, rapid prototyping and other programming concepts and tools.  Should be familiar with the software life-cycle outlined in the SEP as well as the associated processes, reviews, and deliverables associated with development.  Must understand the need for performance and security analysis and the need for those to be considered in the design.  This experience and /or training allow the individual:  to perform day-to-day tasks associated with designing, implementing and testing through component build, validation, and integration.  To perform peer reviews to ensure requirements are being met and programming standards and require documentation maintained.  To determine if the system meets the design specification and may serve as the development test representative.  To support development and testing by providing guidance and knowledge of automated tools available.  To devise or modify existing procedures based upon experience, and the understanding of overall requirements including the operational environment and operational requirements.  To provide leadership with advanced knowledge on application development standards.  To serve as the key member of the Integrated Test Team.

Functional Responsibility:  Responsible for formulating/defining system scope and objectives based on user needs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Analyzes and revises existing system logic difficulties and documentation as necessary.  May use CASE tools.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems, to include experience in database management systems (DBMS), and use of programming languages. Knowledge of current storage and retrieval methods and demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years of computer experience working independently or under general direction on complex application problems involving all phases of system analysis.  Experience developing and formulating system scope based upon requirements, needs and objectives.  Must have experience solving complex problems by developing or modifying procedures that can automate the process.  Must have experience developing detailed design specifications and assisting in the design, development, testing, implementation and documentation of application systems.  Must be capable of working closely with developers, engineers, testers and project leaders to ensure that designs meet the business requirements.  Experience with larger, complex systems with a disciplined process (like SEP) that requires an understanding of the software systems development lifecycle including release management.  Must be capable of designing or re-designing applications, coding, testing, debugging and document application programs in any phase of the SDLC.  Must understand architecture and associated technology constraints (bandwidth, performance, etc.)  Must have several years of hands-on software architecture, design, and development experience.  Must have an understanding of enterprise services and how they can be leveraged by your system/program.  Must understand DIACAP, NDAA, and SISSU requirements in system planning and design as well as the COOP requirements of the system they are working.  Six Sigma, Enterprise Architecture, CASE Tool, and software development (Oracle, Microsoft, IBM, etc.) certifications would greatly enhance their chances of success.  This experience and /or training allow the individual: to perform day-to-day task providing technical leadership and direction on application system design and development.  To be able to effectively analyze requirements and then devise application solutions to achieve delivering desired results.  To provide thorough detailed design specifications based on user needs with an understanding of capacity and limitations, performance and security. Provides daily supervision and direction to support staff.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience of analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems, to include experience in database management systems (DBMS), and use of programming languages.  Must be capable of leading a team of developers/systems analysts ensuring schedules, milestones, software standards, security compliance and user satisfaction are met.  Must have good people skills combined with a complete understanding of the Software LifeCycle.  Must possess advanced communication skills and tool knowledge capable of delivering/providing presentations and deliverables on all the tasks being performed.  Must have a Bachelor’s Degree. Job Title:  Database Analyst, Senior Level

Functional Responsibility:  Responsible for designing, implementing and maintaining complex databases with respect to JCL, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. Includes maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience working with database systems, system design and analysis, operating systems software and internal and data manipulation languages. At least 3 years of experience in using current DBMS technologies and application design using various database management systems; experience with DBMS internals. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 7 years of experience in the development and maintenance of database systems. Must be capable of analyzing and designing enterprise databases.  Must have experience supporting application developers in planning preparation, load analysis, and backup and recovery of data. Experience reallocating resources to maximize benefits. Must understand access control methods including protection and security.  Must be an authority on optimization including organization, access time and network performance.  Must be able to prepare and deliver presentations on DBMS concepts. Must be able to evaluate and recommend available DBMS products to support validated user requirements. Must have experience defining file organization, indexing methods, and security procedures for specific user applications. Must have experience developing, implementing, and maintaining database backup and recovery procedures for the processing environments and ensures that data integrity, security, and recoverability are built into the DBMS applications. Functional Responsibility:  Responsible for performing high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex applications that require a thorough knowledge of administrative and technical skills. Directs and participates in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). Applies higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. Designs and prepares technical reports and related documentation, and makes charts and graphs to record results.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in systems engineers, and demonstrated use of interactive, interpretative systems with on-line, real-time acquisition capabilities. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have 8 years of experience in system engineering. Must have experience analyzing information requirements. Experience evaluating problems in work flow, organization, and planning and develops appropriate corrective action. Must understand architecture and associated technology constraints (bandwidth, performance, etc.)  Must have an understanding of enterprise services and how they can be leveraged by your system/program.  Must understand DIACAP, NDAA, and SISSU requirements in system planning and design as well as the COOP requirements of the system they are working.  Six Sigma, Enterprise Architecture, CASE Tool, and software development (Oracle, Microsoft, IBM, etc.) certifications would greatly enhance their chances of success.  Should have knowledge of principles for information exchange to include point-to-point, one-to-many and Web services.  Information protocols such as XML, FTP, SMTP and how SOA through an ESB can support information exchange.  Should know the roles of Defense Information System Agency (DISA), Defense Automated Automated Addressing System (DAAS), and Defense Logistics Management System (DLMS) have in information exchange.  Must understand the role of routers, firewalls, domain name servers, etc.  Must also understand infrastructure bottomnecks and how to find them.  Must understand the issues associated with communicating between domains (NIPRnet/SIPRnet) and (.MIL/.COM).  Must understand SMI-ELS to include the role of metadata and vocabulary will have in information exchange and the concept of enterprise level security.  This experience and /or training allow the individual:  to perform day-to-day systems analysis and engineering support.  To direct and participate in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (IV&V and DT&E). To apply higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solution. To design and prepare technical reports and related documentation, and makes charts and graphs to record results. To ensure development activities comply with SEP and other overriding acquisition documentation.  To identify OSS&E deficiencies and assess the quality of the work product.  To assist in the creation of a set of system products that are secure, interoperable supportable, sustainable, and usable (SISSU).

 

Job Title:  Computer Security Specialist, Senior Level

Functional Responsibility:  Responsible for using current information security technology disciplines and practices to ensure the confidentiality, integrity and availability of corporate information assets in accordance with established standards and procedures. Develops and maintains knowledgebase on changing regulatory, threat, and technology landscapes to continually develop or maintain security policies and standards, and ensure compliance throughout the organization.

Minimum Education/Skill Sets:  Must have at least 5 years of specialized experience in defining computer security requirements for high-level applications, evaluation of approved security product capabilities, and developing solutions to multilevel security (MLS) problems. Must have a Bachelor’s Degree. A Master’s Degree can be substituted for 2 years of experience.

Experience/Training:  Must have a minimum of 8 years of experience. Experience designing secure IT systems using current and available security technology to protect corporate information assets. Capable of ensuring that existing security standards are used and followed, as well as provide updates policies and standards as needs change. Experience planning secure installations, transitions, and cutovers of network components and capabilities. Experience coordinating requirements and schedules with users and suppliers. Installs, tests, and operates voice and data network communications equipment, including hardware and software for network systems (e.g., switches, modems, controllers, terminals, and multiplexers). Experience using communications hardware test and monitoring equipment and analyzes the results. This labor category is offered only in conjunction with IT Professional labor categories.  Security Candidates need CISSP Certification along with a minimum of five years experience.  Must know DIACAP and NIST certification & accreditation processes.  Must be able to support designing security into the application early or how to leverage security services provided by GCSS-AF, SMI-ELS, or NCES.  Must have a thorough understanding of security domains and cross-domain information issues.  Must understand the EITDR role in information assurance as well as the processes outline in the SEP associated with C&A.  Must understand of the role of Direct Approval Authority (DAA) as knowledge of security architecture approaches.  This experience and /or training allows the individual:  to perform day-to-day activities associated with information assurance.  To develop security requirements, security risks analysis and assessment.  To ensure documentation is developed and EITDR populated with DIACAP compliance information.    To coordinate with security certification function on security certification and related documentation (ATO, IATO).  To augment, support, update, disseminate information and solutions regarding security policies and standards across an organization.
