- DSD Laboratories’ Joint Venture with Ohio-based Illumination Works (Lifecycle Solutions JV) was officially informed on 19 December 2019 that our Joint Venture was one of the twenty winners on the Air Force’s thirteen billion ($13B), ten year (10) Small Business Enterprise Applications Solutions (SBEAS) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. We can expect task orders to start flowing after the new year. Congratulations to the DSD Laboratories Team and our Joint Venture partner Illumination Works on this hard-earned win!
- DSD Laboratories and our Prime SAIC were informed on 19 December that the Cloud 1 Contract Award protest was denied and therefore our team was awarded the $800M Air Force Cloud 1 contract. We anticipate the contract kick-off will be held after the first of the year. Congratulations to the whole SAIC Team.
Air Force Announces DEAMS DTUS Contract Award
The United States Air Force (USAF) has awarded the Defense Enterprise Accounting and Management System (DEAMS) Technical Update and Sustainment (DTUS) contract to DSD Laboratories, Inc. (DSD). The DEAMS DTUS program will help the USAF improve financial accountability by providing a single, standard, automated financial management system that is compliant with the Chief Financial Officer’s Act of 1990 and other mandates. DEAMS DTUS, in migrating DEAMS from Oracle Enterprise Business Suite (EBS) 11i to EBS 12R2. EBS, performs the following core accounting functions:
– Core Financial System Management – Reporting
– Payment Management – General Ledger Management
– Receivable Management – Funds Management
– Cost Management
DSD, based in Sudbury, MA, has been awarded a NETCENTS-2 Small Business Application Services task order for delivery of Oracle EBS 12R2 running in the Oracle Cloud environment. DSD and its team members will accomplish the technical upgrade with EBS R12 as well as product configuration, deployment of EBS12R2 and then manage the operational sustainment. The contract can provide support to the Air Force Financial Community through 2021 if all options are exercised. DSD is teamed with Deloitte Consulting and Oracle Managed Cloud Services to provide this Platform as a Service (PaaS) and EBS solution.
Air Force Announces ESCAPE Contract Award
The Enterprise Supply Chain Analysis, Planning, and Execution (ESCAPE) program is helping the Air Force (AF) integrate supply chain planning processes with modern information technology.
DSD Laboratories, based in Sudbury, MA, has been awarded a NETCENTS-2 Small Business Application Services task order for delivery of an integrated supply chain planning service to enhance weapon systems support at Air Force Sustainment Center (AFSC) locations. The DSD Team will provide consolidation of legacy system processes, create a more efficient supply chain planning workforce, and improve inventory performance for maintenance operations. DSD is teamed with tech giants IBM and PTC, global providers of technology platforms and solutions.
In a recent interview, Lt Gen Lee Levy, AFSC Commander, discussed the need for a new solution:
“Over the past 40 years our Air Force supply chain has evolved, but it hasn’t evolved far enough…By having this advanced planning system, it will allow us to integrate the entire value chain and give us high effectivity at optimal costs.”
ESCAPE consists of five mission area capabilities based on functional supply chain planning activities. They closely align with the supply chain personnel performing the work across the AFSC today.
Demand Planning (What do we need?) estimates customer orders and produces a collaborated demand plan for each segment of the supply chain. Demand Planning will include unscheduled and scheduled forecasts, with the application of causal factors such as flying hours, programmed depot maintenance, engine overhaul and missile months.
Inventory Planning (How much is needed?) leverages the Demand Plan to build location-specific inventory levels to achieve operational or availability objectives, subject to financial constraints.
Supply Planning (Can we repair or will we need to buy?) will resolve how inventory levels are to be maintained. This is accomplished by producing a Supply Plan to drive repair, purchase and redistribution of spare parts to keep levels filled.
Exception Management (Where did the plan deviate?) provides error reporting to alert users of planning anomolies and enable autonomous recommendations to reconcile exceptions within Demand, Inventory and Supply Planning.
Performance Management (How well are we doing?) provides analytics, data stratification, metrics, reporting, and dash-boarding capabilities to support root-cause and what-if analyses to be performed by the Government as well as the Service Provider.
ESCAPE will be populated with supply chain planning data through an Operational Data Store, containing approved data sourced from existing interfaces. This data repository is owned and managed by the AF, and is being made available to analysts to support AFSC business operations.
Upon ESCAPE’s implementation, the supply chain planning community expects to see improved support through agile and integrated planning, increased efficiency by consolidating legacy system-driven processes and cost savings as the result of improving the effectiveness of spares inventory and simplifying portfolio management.
The ESCAPE Program will continue to work with Team DSD to establish the implementation schedule to include systems engineering, information assurance, data validation, and training delivery milestones. Functional implementation of ESCAPE will be led by the 448th Supply Chain Management Wing (SCMW) and its Subject Matter Experts across the AF supply community. Mr. Frank Washburn, Director of the 448th SCMW, spoke confidently that the advanced planning and scheduling solution will bring meaningful and positive change:
“The most visible change will be having a modernized, integrated solution resulting in a more accurate requirement for our Air Force… Our enterprise will experience performance improvements from the business process transformation.”
With tremendous support from the AFSC functional community, the AF is well-positioned for success in configuring and implementing a more responsive, accurate and integrated supply chain planning tool, ultimately to increase warfighter support.

Netcents II Award for Integrated Logistics System – Supply SME Support

ADDITIONAL STAFF ADDED TO DSD LABORATORIES, INC. CMOS CONTRACT
DSD Laboratories , Inc. (DSD) is pleased to announce the addition of staff and corresponding funds to its current Cargo Movement Operations System (CMOS) contract effective 25 September 2015.
The additional staff and funds are targeted to increase the Navy site implementation of CMOS operations.
CMOS is used to support Air Force, Army, Navy, Marine Corps and National Security Administration transportation capabilities worldwide at over 285 sites worldwide. CMOS is a combat support system that automates and streamlines base level cargo movement processes for peacetime, deployments and mobility / contingency operations.
The DSD CMOS contract work is located at Maxwell AFB – Gunter Annex, AL. The contract period of performance is for five (5) years.

DSD Laboratories, Inc. Selected as a Prime Contractor on a $691K Payment Card Compliance Contract with USDA Forest Service
Sudbury, MA: DSD Laboratories, Inc. (DSD) announced that it was selected by the USDA Forest Service to be a prime contractor on a $691K payment card compliance contract with a period of performance of one base and four option years. Work is starting in Oct. 2015. DSD will subcontract the work to its affiliate, Backbone Security.com, Inc.
The purpose of the contract is to provide support to the USDA Forest Service Recreation One Stop program in the area of Payment Card Industry (PCI) Data Security Standards. The Recreation One Stop (R1S) program is a partnership to provide “one-stop” shopping for reservations for a wide range of recreation facilities and activities on federal lands. The Agencies participating in this program and contract are the USDA Forest Service, the U.S. Army Corps of Engineers, and the Department of Interior (DOI) agencies National Park Service (NPS), Bureau of Land Management (BLM), and Bureau of Reclamation.
The goal of the contract is to obtain Backbone Security.com assistance in assuring compliance with the Payment Card Industry (PCI) Data Security Standards including but not limited to:
- Assisting R1S Point of Sale (POS) sites in successfully completing initial PCI Self-Assessment Questionnaire;
- Consolidating PCI Self Assessments from POS sites for reporting to servicing bank;
- Email notification, and other possible customer notification preferences, directly to merchants regarding 1) Advance alerts of upcoming PCI compliance expiration and 2) Immediate notification of SAQ expiration and scan and SAQ failure.
- Scheduling and performing required PCI quarterly security scans of POS sites.
Backbone Security.com will provide Payment Card Industry Data Security Standard (PCI DSS) security compliance support services for approximately 566 geographically dispersed R1S Point of Sale (POS) locations. The number of POS locations active will vary depending on the time of the year as well as the opening of additional POS locations.

DSD Laboratories Inc. is pleased to announce that we won the Air Force Chaplains Corps Activity Reporting System (AFCCARS). Under the AFCCARS contract, DSD Laboratories will be providing software sustainment and development/modification support for the web AFCCARS application which runs in a Microsoft environment. We will also be maintaining the AFCCARS database and porting data to Excel to support annual reporting requirements. AFCCARS is a four year contract (base with three options). All work will be performed out of DSD’s Montgomery Office.

DSD Laboratories, Inc. (Cargo Movement Operations Support) Contract Awarded
DSD Laboratories, Inc. has won the Transportation Systems Technical Support for the Air Force Materiel Command/Air Force Life Cycle Management Center’s, CMOS Program Management Office’s, for the Cargo Movement Operations System (CMOS) and On-Line Vehicle Interactive Management System (CMOS/OLVIMS). Life cycle support encompasses office support to include management functions, operations, security, test, integration, implementation, training, sustainment, and helpdesk. CMOS contributes to the Air Force mission by automating and streamlining cargo and passenger movements during peacetime, deployments, and mobility/contingency operations. OLVIMS Suite of Systems consists of the OLVIMS Legacy, vehicle maintenance, and OLVIMS Dispatch, vehicle dispatch and driver licensing. It automates and provides capabilities for worldwide vehicle fleet management in support of the Air Force mission.

DSD Selected to Air Force Modernize Business Practices
The US Air Force has selected DSD Laboratories to help modernize and implement standard business practices for the US Transportation Command (USTRANSCOM), Defense Finance & Accounting Service (DFAS), Defense Enterprise Accounting and Management System (DEAMS), and the US Air Force (AF). As part of this effort, DSD Laboratories will incorporate many separate financial management systems into one integrated solution better allowing the Air Force to meet their mission objectives. DSD Laboratories was selected based on their skill and experience in Change Management, AF financials and culture, and large scale transformations.
DSD Laboratories Enterprise Operations Division was award the Cargo Movement Operations System and Online Interactive Vehicle Management System five year multi-million dollar prime contract under Netcents-2 . DSD and our teammate Centech Group are providing transportation SME, Tester, Engineering, Configuration Management, SME/Trainers, S/W Developers, and Helpdesk support to components of the Air Force, Army, Navy, and Marines.
DSD Laboratories Enterprise Operations Division was awarded a four year contract under Netcnets-2 to provide helpdesk and webservices sustainment support to the Air Force Substance Abuse system which support the Air Force Medical Group at Randolph AFB San Antonio, TX and hospitals worldwide in identifying and tracking personnel with addiction problems.
DSD Laboratories System security Division awarded the C3I&N Cyber Security Contract to support AFLCMC Certification and Accreditation Support. This four year Certification Authority Representative (CAR) contract awarded under Netcents-2 in September 2014 covers information assurance support to HQ Air Force Logistics, and Mission Support Systems (HAH/A4/7) at Maxwell AFB-Gunter Annex Montgomery, AL and Wright-Patterson AFB Dayton, Ohio.
DSD Laboratories Enterprise Operations Division has won a four year multi-million dollar prime contract under Netcents-2 supporting the 601st Air Operations Center Theater Battle Management Control System (TBMCS) operations. DSD and our teammate Engility support air operations and command and control system for the Air Force at Tyndall AFB, FL.
